Motorists in Oregon must obtain a motorcycle driver’s license or a motorcycle instruction permit in order to operate a motorcycle and you are not required to get a permit before applying for an motorcycle endorsement. A motorcycle instruction permit allows a motorcycle operation during daylight, under the supervision of a licensed motorcycle driver who is at least 21 years old.
